Belev Raanana is building a home in the community for low-functioning young adults with severe intellectualand developmental disabilities.Belev Raanana’s vision is rooted in the recognition that these young adults have the rightto live a full life, near their families, within their home communities.
Most young adults with moderate to severe intellectual and developmental disabilities, including those who require extensive daily support, are placed in institutional residential facilities far from their homes, families, and the lives they have always known, simply because no other suitable option exists. When there is no alternative, isolation and distance become an unavoidable reality, both for the young adults and for their families.
At the heart of our vision and our work is a simple yet profound belief: young adults with moderate to severe intellectual and developmental disabilities, including those who require extensive daily support, deserve to live as adults close to home, within the community where they grew up, surrounded by the familiar, caring, and supportive environment they know.
This is not just a social vision. It is a moral responsibility!

The home we are building is one of the first of its kind to be built in Israel, a home within the community, specifically for people with severe disabilities.

Message from the Mayor of Raanana
The Municipality of Raanana proudly supports and welcomes the initiative of Belev Raanana Association to establish a residential home for young adults with moderate to severe intellectual and developmental disabilities, including those who require extensive daily support. We are honored to be a partner in this important initiative. The City Council has allocated public land for the construction of the home, which will provide its residents with a warm, permanent home throughout their lives while ensuring the highest possible quality of life. The home is being built in the heart of a residential neighborhood in western Raanana, at 9 HaPrachim Street, as part of the municipality’s commitment to integrating people with special needs into the community, particularly those with severe disabilities and extensive care needs. We believe that, beyond its profound importance for the residents and their families, this home will also become a valuable source of compassion, inclusion, and shared responsibility for the entire community.
This project is made possible through a long standing and dedicated partnership with a number of professional organizations that have supported and guided the Association throughout its journey.
The Ministry of Welfare and Social Affairs of the State of Israel has officially approved and endorsed the project. Once the home is completed and residents move in, the Ministry will fund its ongoing operation in accordance with Israeli law, based on the number of residents.
The Municipality of Raanana places great importance on the inclusion of people with special needs within the community and has allocated the land for the construction of the home. The Department of Social Services of the Municipality of Raanana is closely supporting the development and establishment of the project.
The National Insurance Institute Fund for the Development of Services for People with Disabilities has been supporting this project and is providing financial assistance for the construction of the home. The future residents of the home are part of the core population served by the Fund, making its partnership in this initiative both natural and deeply meaningful.
Shalem Fund, Israel’s leading public foundation dedicated to developing services within local authorities for people with intellectual and developmental disabilities, has been supporting this project from its inception and is providing financial assistance for the construction of the home, in line with its mission and vision.
